pSPI 2025: How Governor Abiodun’s Development Drive Elevated Ogun to Nigeria’s No. 2 State Ranking.

Ogun State has strengthened its position as one of Nigeria’s fastest-rising economic and development destinations after emerging as the country’s second best-performing state in the 2025 State Performance Index (pSPI), a ranking released by Phillips Consulting.

The latest ranking, which places Ogun behind only Lagos State, is widely seen as further validation of Governor Dapo Abiodun’s ISEYA development agenda and the administration’s sustained efforts to transform the state’s economic and social landscape.

According to the report, Ogun secured the second position nationally following a comprehensive assessment that measured governance quality, economic performance, infrastructure expansion, and citizen wellbeing across all 36 states and the Federal Capital Territory. Kaduna, Adamawa, and Niger States completed the top five rankings.

The State Performance Index, an annual assessment framework developed by Phillips Consulting, evaluates states using a methodology that combines objective performance data and citizen perception surveys.

While 70 percent of the ranking is derived from measurable development indicators, the remaining 30 percent reflects residents’ perception of governance and public service delivery.

Critical indicators assessed under the objective performance component include fiscal management, infrastructure development, healthcare delivery, educational performance, and economic growth metrics.

The perception survey, meanwhile, measures how residents view the effectiveness of governance and the quality of services provided within their states.

For Ogun, the ranking reflects years of deliberate investments aimed at positioning the state as a leading industrial and economic powerhouse.

The report highlighted Ogun’s strong performance across multiple development indicators, particularly its expanding industrial base, sustained infrastructure investments, economic competitiveness, and strategic advantage as a manufacturing hub bordering Lagos.

Over the years, the state has continued to attract significant investments in logistics, agro-processing, housing development, manufacturing, and industrial parks, strengthening its economic profile and increasing investor confidence.

Phillips Consulting noted that the State Performance Index serves as a governance scorecard designed to help policymakers, development partners, investors, and citizens evaluate the effectiveness of government policies and development outcomes across Nigeria.

The consulting firm further explained that the 2025 edition of the report reinforces the importance of evidence-based governance by combining audited public data with direct citizen feedback to deliver a more balanced measurement of government performance.

For many observers, Ogun’s latest ranking reinforces its growing reputation as one of Nigeria’s leading destinations for investment, industrial growth, and sustainable development.

As infrastructure projects continue to expand and economic opportunities increase, the latest pSPI ranking appears to provide measurable evidence that ongoing efforts to improve living standards and stimulate growth are beginning to yield visible results.
